This industry represents one of the oldest and most significant sectors of the economy, as it satisfies a fundamental human need\u2014the need for food and beverages.<\/p>\n\n\n\n<p>In modern economies, the FAB sector holds strategic importance, as it influences food security, price stability, rural development, employment, and the foreign trade balance.<\/p>\n\n\n\n<p>Within the European Union, the FAB industry constitutes one of the most highly regulated and developed sectors. In contrast, in the Balkans, including Bosnia and Herzegovina, this sector demonstrates significant development potential but also faces numerous structural and institutional challenges.<\/p>\n\n\n\n<p>The business risks associated with the FAB industry are multifaceted and include regulatory, market, climatic, financial, operational, geopolitical, and reputational risks. The purpose of this text is to define the concept of the FAB industry and to provide a detailed analysis of business risks in the European Union, the Balkans, and Bosnia and Herzegovina through a comparative approach.<\/p>\n\n\n\n<p><strong>1. Concept and structure of the FAB industry<\/strong><\/p>\n\n\n\n<p>The FAB industry encompasses three interrelated segments:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Food<\/strong> \u2013 the production and processing of food, including the meat, dairy, bakery, and confectionery industries, as well as the processing of fruits and vegetables and the production of oils, sugar, and other food products.<\/li>\n\n\n\n<li><strong>Agribusiness<\/strong> \u2013 primary agricultural production (crop farming, livestock farming, fruit growing, and vegetable cultivation), the production of agricultural inputs (seeds, fertilizers, and pesticides), agricultural machinery, logistics, and the trade of agricultural raw materials.<\/li>\n\n\n\n<li><strong>Beverage<\/strong> \u2013 the production of non-alcoholic beverages, mineral water, juices, beer, wine, and distilled spirits.<\/li>\n<\/ol>\n\n\n\n<p>A key characteristic of the FAB industry is the strong interconnection within the value chain\u2014from field to table, commonly referred to as the \u201cfarm-to-fork\u201d concept. This chain involves agricultural producers, processors, distributors, retailers, and final consumers. Each segment depends on the previous one and influences the next, creating a complex system of interdependence and potential risks.<\/p>\n\n\n\n<p>The FAB industry is capital-intensive, yet at the same time highly sensitive to external influences such as weather conditions, climate change, global energy prices, and political decisions. It is also subject to strict food quality and safety standards, which further affect operational costs.<\/p>\n\n\n\n<p><strong>2. Importance of the FAB industry in the European Union<\/strong><\/p>\n\n\n\n<p>The European Union represents one of the largest food and beverage markets in the world. The FAB industry in the EU holds strategic importance for several reasons:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>it ensures food security for more than 400 million inhabitants;<\/li>\n\n\n\n<li>it constitutes a significant source of employment, particularly in rural areas;<\/li>\n\n\n\n<li>it represents an important segment of EU exports;<\/li>\n\n\n\n<li>it operates within the framework of the Common Agricultural Policy (CAP).<\/li>\n<\/ul>\n\n\n\n<p>The EU\u2019s Common Agricultural Policy is aimed at stabilizing farmers\u2019 incomes, promoting sustainable development, protecting the environment, and ensuring food safety. This regulatory framework provides a certain level of stability; however, it simultaneously imposes high compliance standards, thereby increasing the administrative and financial burden on producers.<\/p>\n\n\n\n<p>Within the EU, there is a pronounced trend toward the digitalization of agriculture (precision agriculture), green transition, reduction of CO\u2082 emissions, and a shift toward sustainable production models. These changes create new opportunities but also generate transitional risks.<\/p>\n\n\n\n<p><strong>3. Business Risks of the FAB industry in the European Union<\/strong><\/p>\n\n\n\n<p><strong>3.1. Regulatory risks<\/strong><\/p>\n\n\n\n<p>The European Union has one of the strictest regulatory regimes in the field of food safety (including standards established by the European Food Safety Authority \u2013 EFSA, HACCP systems, and product traceability requirements). Countries in the region possess significant natural potential, including fertile land, favorable climatic conditions, and relatively inexpensive labor.<\/p>\n\n\n\n<p>However, the structure of the sector is fragmented, with a large number of small agricultural holdings. A lack of capital, limited access to financing, and slow institutional development hinder modernization.<\/p>\n\n\n\n<p>Export-oriented companies must comply with European Union standards, which often requires additional investments in certification and quality control systems.<\/p>\n\n\n\n<p><strong>5. Risk of non-compliance with EU standards<\/strong><\/p>\n\n\n\n<p>As Bosnia and Herzegovina aspires to membership in the European Union, gradual harmonization of national legislation with the <em>acquis communautaire<\/em> is required. However, the potential for organic production and lower labor costs may represent a competitive advantage.<\/p>\n\n\n\n<p><strong>8. Risk management measures<\/strong><\/p>\n\n\n\n<p>Effective risk management in the FAB industry includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>diversification of suppliers and markets,<\/li>\n\n\n\n<li>crop and property insurance,<\/li>\n\n\n\n<li>investment in technology and digitalization,<\/li>\n\n\n\n<li>monitoring regulatory changes,<\/li>\n\n\n\n<li>strengthening internal quality control systems,<\/li>\n\n\n\n<li>strategic planning and supply chain management.<\/li>\n<\/ul>\n\n\n\n<p><strong>Conclusion<\/strong><\/p>\n\n\n\n<p>The FAB industry represents one of the key sectors of the modern economy, with a direct impact on food security, employment, and economic development. In the European Union, regulatory and transition risks related to the green agenda are dominant, whereas in the Balkans and Bosnia and Herzegovina institutional, financial, and structural risks are more pronounced.<\/p>\n\n\n\n<p>For Bosnia and Herzegovina, the FAB industry can represent a strategic development opportunity, but only with the implementation of systemic reforms, modernization, and the strengthening of competitiveness.
