The Ministry of Energy and Mining of the Republic of Srpska announced a public call for tenders for the concession for the construction of the photovoltaic power plant “Solarni park Bileća” (“Solar Park Bileća”) in the municipality of Bileća, with an installed capacity of 10 MW and an estimated annual production of 16.5 GWh.
The estimated value of the investment is 15,373,800 BAM. The construction of a solar power plant is planned in the area of the municipality of Bileća, locality of Hadžibegovo Brdo, in a location above Zlatište, above the regional road Bileća – Deleuša, on an area of about 39.2 hectares. The location of the solar power plant is located within the cadastral municipality of Miruše.
It is planned that the solar power plant will occupy a total area of about 39.2 hectares of land, on a plot owned by the Republic of Srpska. The solar power plant will be connected to the existing power transmission network by building a connecting transmission line, in accordance with the relevant regulations, while the method and place of connection are defined in the Requirements for Connection. The produced electricity will be sold on the market. In addition to other documentation the bidder is obliged to prepare and submit the Concession Award Justification Study, with elements of the environmental protection assessment, and the same has to be prepared in accordance with the applicable regulations.
Depending on the length of the period for which the concession is requested and the lifetime of the equipment, the total value of the investment stated in the Economic Feasibility Study should additionally include the estimated costs of replacing the equipment. A mandatory requirement for participation in the concession awarding procedure includes the submission of a guarantee in the amount of 461,214.00 BAM, and the same has to be secured in the form of a cash deposit, with a term of validity until the decision on the selection of the most favourable bidder and final awarding the concession.
The deposit has to be paid to the Treasury’s Account number 5620990000130280 stating the purpose of payment: uplata depozita za obezbjeđenje ponude (payment of a deposit to secure the offer) (payment refers to the Ministry of Energy and Mining).
Foreign legal or natural persons can pay the above-mentioned cash deposit in EUR, at the official exchange rate of the Central Bank of Bosnia and Herzegovina on the day of payment, by payment to the foreign currency account of the Republic of Srpska Budget, according to the instructions that form an integral part of the Public Bidding Documentation.
All domestic and foreign legal entities and individuals or a consortium of two or more contractually related legal entities that meet the requirements of the Law on Concessions and the Documentation for public bidding have the right to participate.
Only bidders who have purchased tender documents for public bidding have the right to participate in the public invitation. The deadline for purchasing tender documentation is July 20, 2022.
The deadline for applying for the call is September 5, 2022.
